Application for a 95-MW power plant in the
Harmattan area


Grande Prairie Generation, Inc. (GPG) has filed a facility application to construct and operate a
95-megwatt (MW) natural gas-fired power plant in the Harmattan area.
Anyone who wishes to express their objections to, concerns about, or support of the application,
must make a written submission to the Alberta Utilities Commission (AUC or the Commission) on
or before September 14, 2012, clearly identifying Proceeding ID No. 1918 on the submission.

In accordance with Section 11 of the Hydro and Electric Energy Act, GPG filed an application
with the AUC on May 30, 2012, requesting approval to construct and operate a 95-MW natural
gas-fired power plant, the Harmattan Energy Centre. The power plant would consist of two
simple cycle gas turbine generators and is designed to operate as a peaking unit and be able to
supplement the peak period electricity demand in Alberta. The power plant would be located in
LSD 5 of Section 26, Township 31, Range 4, west of the Fifth Meridian, approximately
17 kilometres southeast of the town of Sundre.

How to file a submission:

The AUC prefers that all submissions be filed using the Digital Data Submission service on the
AUC website found under e-filing services. Guidelines on how to access and use the e-filing
services are in the AUC Electronic Filing Services brochure, available in the Newsroom section

Please be aware that any statement or information provided to us about the application is part of
the public record, unless you apply for and are approved for an exemption by the AUC in
advance of filing. Documents without specific personal information will be accessible to the
general public on the AUC website. If your documents contain personal information, that
information will be redacted so that only individuals and organizations who register to
participate in this proceeding will have access to your documents. If you do not want your
documents placed on the public record, you must apply for a confidential ruling under Section 13
of AUC Rule 001: Rules of Practice before you file your document.
The AUC will only collect and use your personal information for the purposes of this
proceeding. The AUC’s legal authority to collect your personal information for this proceeding is
Section 33(c) of the Freedom of Information and Protection of Privacy Act.

AUC decision-making process:
The AUC will ensure that the application is complete and will review submissions received.
Those who have made submissions, who have been determined by the Commission to have
rights that may be directly and adversely affected by a decision on this application, will be
considered to have standing. If no submissions are received, or if submissions are received from
persons without standing, the AUC may make a decision on the application without further
notice or without a public hearing. Alternatively, the Commission will hold a public hearing if it
receives an objection from a person with standing and further details will be provided in a notice
of hearing.
